USA - California - Job interviews begin Monday for Rohnert Park casino positions

Company plans to hire 2,000 permanent workers

The Graton Resort & Casino is to start interviewing for dealers and security personnel Monday, another sign that the $800 million project on the outskirts of Rohnert Park is on schedule to open its doors late this year.

Interviews for slot attendants and casino marketing representatives also start Monday, although training for most positions won't start until closer to the casino's opening, officials said.

"There's been a lot of interest, a lot of excitement. ... we think we're going to get terrific applicants," said Valerie Murzl, human resources director at Station Casinos, which will manage the 3,000-slot-machine casino resort owned by the Federated Indians of Graton Rancheria.

One gauge of interest: 250 people are enrolled in a school for prospective dealers that began last week. The two-week program continues on a rotating basis until the casino opens.

The process begins with an online application only for the jobs announced. In-person interviews start April 22. The company plans to hire 2,000 permanent workers in areas ranging from maintenance to accounting to gambling-floor staff, the largest category, Murzl said.

That would make it the fourth-largest private employer in the North Bay, behind Kaiser Permanente in Sonoma and Solano counties, and St. Joseph Health, operator of Santa Rosa Memorial Hospital.

"It will be the biggest thing we've had in years in terms of employment impact," said Ben Stone, executive director of the Sonoma County Economic Development Board.

While a Station Casinos executive team of about a dozen people will run the casino, the 2,000 positions will be filled by new employees, Murzl said.

Rohnert Park officials, who often take pains to speak in neutral tones about the casino — a long-divisive issue that led to a 2004 council recall election — also greeted the latest development happily.

"There will definitely be a positive effect from that hiring," Councilwoman Gina Belforte said. "Two thousand jobs is an amazing amount of jobs to come into the city. That's literally twice what we lost with State Farm."

State Farm Insurance shut down its Rohnert Park office in 2011, taking with it 450 jobs.

The tribe's revenue-sharing agreement with the city makes explicit the potential benefit to Rohnert Park, beyond the money the tribe is to pour directly into its coffers, by requiring a hiring preference policy for qualified city residents as well as American Indians.

"We want jobs, and my understanding is that they're decent-paying jobs, so that means additional disposable income for people to spend the city," said City Manager Gabe Gonzalez, whose brief includes economic development.

Murzl declined to discuss pay rates at the casino resort — or how many staff are needed in each job category — but under the tribe's agreement with the city, all workers can belong to a union if they choose to.

Dealers typically make $20 to $40 an hour including tips, said John Pifer, director of Casino College, which has schools in San Jose, San Carlos, Sacramento and Phoenix.

The local labor pool is expected to meet the casino's hiring needs, Murzl said. "We don't have any concerns or reservations," she said. "We feel very comfortable about it."

She urged people to apply only when the positions they are interested in are posted at GratonResortCasino.com, so as to enable an orderly process.

Playing a poker tournament in Las Vegas one strategy employed for attracting new hires

Forget the firm hand-shake and networking chit-chat. Business students who want a job at Caesars Entertainment need to work on their poker faces.

Nearly 300 Master of Business Administration students and alumni anted up for a three-day Texas Hold'em poker contest at Planet Hollywood Resort & Casino earlier this year in hopes of hauling in a corner office. Hiring managers and corporate executives schmoozed with candidates during breaks in the action.

The annual MBA tournament on the Las Vegas Strip was little more than a marketing gimmick until last year, when Caesars decided to add cocktail hours and high-level interviews, said Tijuana Plant, who works in the company's human resources department.

Now, the event is a serious recruitment tool. The festive atmosphere and real-money stakes help the company screen for the critical thinking ability and social aptitude needed in the gambling industry, where business is often mixed with pleasure, Plant said.

"We like to see analytical people," she said. "Poker players are analytical and are willing to take strategic risk, and that is what we're looking for."

Caesars held a networking reception on a Friday and a two-hour presentation about its corporate culture Saturday. On Sunday, 20 lucky MBAs were invited to formally interview with casino bigwigs for a spot in the company's 10-week management trainee program, which pays $16,000 US.

Apprentices perform a variety of high-level jobs, including masterminding marketing strategies and working with general managers to troubleshoot on properties, Plant said. Last year, four of the 12 people accepted into the trainee program played in the tournament.

Students flew in from prestigious programs including Harvard Business School, the Wharton School of the University of Pennsylvania, and the MIT Sloan School of Management. But executives were on the alert for nerds. "We're not selling insurance. This is a fun industry, and we're selling a lifestyle," Plant said. "We're watching for whether they're not having a good time at all and just focusing on the job, or if they're having fun and looking for a job at the same time. It's kind of our test."

Caesars Entertainment Corp. operates more than 40 casinos around the world, including the Flamingo in Las Vegas, the Emerald Casino Resort in South Africa and Harrah's casinos around the U.S.

Ashish Gupta was among the students who interviewed. He said he lasted a few hours in Friday's tournament but spent most of the weekend making friends and learning about the casino industry.

"I just made my bid and had a good time," said Gupta, who is in his second year at the University of Southern California's Marshall School of Business. "I was not really stressed out about losing my buy-in. It was cool just meeting people in an environment where you wouldn't normally have that interaction."

Some aspiring business moguls who did not land interviews still walked away from the tournament at the Planet Hollywood Resort & Casino with cash prizes approaching $8,000. Candidates had to ante from $85 to $225 to enter the eighth annual tournament, depending on how much they hoped to win.

Caesars appears to be the only casino to pit potential hires against each other around a card table. But more companies are turning to this kind of "event recruiting" to compete for top candidates, though job seekers are not usually required to pay to play, said Emily Taylor, who teaches career management at UCLA's Anderson School of Management.

"I think it's a great strategy by Caesars," she said. "The economy is improving and we're starting to see firms trying to distinguish themselves in different ways."

Creative gambits also allow recruiters to establish a cultural match more quickly, said Lisa Feldman, executive director of MBA career management at the University of California, Berkeley's Haas School of Business.

Last fall, a division of Amazon.com sponsored a Friday night party for Hass students, she said. Neutrogena Corp. invites students to write essays about skin care to win admission to a cocktail party. And one real estate investment management firm in Newport Beach, Calif., flies standout students to a golf tournament.

These events are designed to tell a story about the company, Feldman said, and the Caesars tournament told one, too. "The gesture of having a buy-in kind of says, 'We're about real money,' " she said.

John Unwin, CEO of the Cosmopolitan Las Vegas, which competes with Caesars, said his hiring managers also like to observe candidates interacting with one other, but they create those situations without a mound of chips. He said poker fits more directly in Caesars' wheelhouse.

"They love poker. They own the World Series of Poker," he said.

Plant said poker may one day eclipse golf as the preferred pastime of the business elite.

ASIA - Philippines - PH attracts casino investors with lower taxes

          

MANILA, Philippines - The Philippines' gaming tax rate has been effective in bringing in high-end casino investments into the country.

This is according to officials from two Las Vegas-style casinos involved in the state-run Philippine Gaming Corp's (Pagcor) $4 billion Entertainment City project.

"The way the government has set up the gaming program here in terms of taxation, we have a much lower gaming tax than, say, Macau. The goal of the government was to give casino operators a pricing advantage in order to give them the ability to market more aggressively," Brad Stone, the president of Global Gaming Asset Management (GGAM), told reporters in March.

"We can make more margins through lower taxes in order to attract more foreign money into the Philippines," he added.

GGAM is the management service provider for Solaire Resorts and Casino, the hotel-casino complex of Enrique Razon-led Bloomberry Resorts Corporation.

Solaire, which opened on March 16, is the first of the 4 integrated properties that will operate at the 100-hectare Entertainment City complex.

"There are some other taxes that we are figuring out along the way. It's quite complex here in the Philippines. Overall, we are encouraged," added Lawrence Ho, the CEO of Macau casino operator Melco Crown Entertainment.

Last March 15, Melco Crown and Henry Sy's Belle Corp. signed a deal for the construction of the $1.3 billion Belle Grande hotel-casino.

Philippines vs Macau

Macau, one of the leading markets in the gaming industry in the region, imposes a 40% gaming tax in addition to a 12% corporate tax.

The Philippines, on the other hand, has a mass market tax of 25%.

Mass market refers to non-VIP players on the casino floor. Stone predicts that 70% of Solaire's business will come from this customer base.

The country also has a lower VIP tax rate of 17% for local players and 15% for foreign players. The rates are comparable to another gaming industry player in the region, Singapore.

The lower tax rates, according to Stone, has given casinos "the ability to market more agressively."

"That's the biggest incentive, the financial incentive," added Solaire COO Michael French.

Luring in VIPs

French added that the lower tax rates will enable high-end casinos to lure more VIPs away from other gaming destinations in the region.

"The government here in the Pilippines has made it attractive for casino operators to bring in high-rollers from Macau by offering a lower tax rate."

He explained that intermediaries that bring in high rollers called junkets are attracted to the country's 15% tax rate for foreign VIPs. Junket operators make money from commissions based on the amount of money high rollers gamble. In Macau, their commission is capped at 1.25% because of the 40% gaming tax.

French said that the lower tax rates "allows us more flexibility in giving higher commission to the junket operators so they'll come here."

"This is a better, more profitable place for the junket operators to take their customers than Macau," he said.

The Belle Grande is set to open to open in mid-2014. Other companies scheduled to set up shop in Entertainment City are Kazuo Okada's Tiger Resorts Leisure and Entertainment and Malaysian company Genting Group, the partner of Andrew Tan-led Alliance Global Group. - Rappler.com

USA - Ohio's 1st casino, in Cleveland, hiring again, looking for dozens of new dealers, supervisors

 

The first casino that opened in Ohio is doing more hiring as it searches for about 60 new dealers and 30 supervisors.

WKYC-TV reports the Horseshoe Casino Cleveland has spots to fill after some dealers were promoted and others took different jobs.

Table games supervisor Tosha Tousant says she's looking for applicants who are upbeat and have leadership potential.

The TV station reports applications are being accepted until Thursday for training classes that begin about a week later.

The Cleveland casino opened in May 2012. Since then, Ohio's other three voter-approved casinos have opened in Toledo, Columbus and Cincinnati.

Four Winds Casino Dowagiac to open on April 30

DOWAGIAC, MI – The Four Winds casino in Dowagiac is scheduled to open to the public at noon on April 30.
The leaders of the Pokagon Band of Potawatomi Indians announced the opening date Monday for their third gaming center.

It has been under construction since last summer. Costs associated with the project have not been disclosed.

The sister location for the 6-year-old Four Winds Casino New Buffalo, and the 2-year-old Four Winds Casino Hartford, will have 12,000 square feet of gaming space to house 300 slot machines, four table games, and a Timbers restaurant that seats about 30 people. It serves American cuisine. A non-smoking area will accommodate about 20 slot machines. 

At 27,000 square feet in total, Four Winds Dowagiac will be about half the size of the Hartford location, which has about 580 slot machines and nine gaming tables, and about one-tenth the size of the New Buffalo location, which has more than 3,000 slot machines and was expanded this past year to include a 1,500-seat multiple-use events center and a Hard Rock Café.

Matt Wesaw, chairman of the Pokagon Band of Potawatomi Indians, has said it makes sense to to have the satellite gaming facility in the Dowagiac area, which is home to many Pokagon citizens and to the Pokagon tribal government.

In a prepared statement Monday, he said, “We are thrilled to open this casino, which has created approximately 100 new jobs for Pokagon Citizens and people living in nearby communities. The casino will also support the development of ancillary businesses in the area.”

He has said the business will employ a total of about 120 people.

Matt Harkness, general manager of the Four Winds Casinos, said, “We feel that Four Winds Dowagiac is sized accordingly to meet the demand of the local market.”

He said the location will utilize the player loyalty program used by its sister casinos and players who visit Four Winds Dowagiac “will have the same opportunities to earn points, redeem offers and participate in promotions as they do at our other locations.”

USA - Ohio's 3rd, largest casino set to open in Columbus

COLUMBUS, Ohio — COLUMBUS, Ohio (AP) - The new casino in Ohio's capital city is opening to the public.

The $400 million Hollywood Casino Columbus opening Monday is expected to draw 3 million visitors annually. The 475,000-square-foot facility owned by Penn National Gaming Inc. includes about 3,000 slot machines, a poker room and four restaurants.

It's the third and largest of four casinos approved by Ohio voters.

It's also the one that will have the most direct competition initially. The casino west of downtown is roughly 10 miles from Scioto Downs, Ohio's first horse racing track to get slots-like gambling machines.

The casino's general manager has said he's not concerned about the competitive environment because he believes there's a deep market in the Columbus area.

Casinos in Cleveland and Toledo opened previously. Cincinnati's casino debuts next spring.

PACIFIC - Mariana Islands - Guam - Opposition against casino gambling growing

 

Guam - Opponents of casino gambling on Guam aren't taking any chances when it comes to Proposal "A", which seeks to legalize for profit bingo only at the former Guam Greyhound facility in Tamuning. On Tuesday the Committee to Keep Guam Good launched their opposition campaign, calling out those who are behind this latest initiative.

"Proposal 'A' is an unregulated monopoly that harms existing non-profits and contributes precious little to Guam and it legalizes bingo slot machines bringing more crime to our island," said Jackie Marati. The Committee to Keep Guam Good, to which she belongs, isn't buying the purported benefits of a for-profit bingo initiative to healthcare, public safety, and education. The organization launched its opposition campaign today, hoping island voters will once again vote down the initiative.

Marati added, "If this proposal passes, by December 8 casino gambling will be legal on Guam with no rules and no regulations."

As the law stands now, only non-profit organizations are eligible to operate bingo. The Department of Revenue & Taxation has issued 33 bingo licenses. The for-profit bingo initiative seeks to legalize bingo machines before Rev & Tax even promulgates rules and regulations. Marati says residents should be concerned that the initiative does not include a mechanism for enforcement or sanctions.

While the measure purports to give money to healthcare, education and public safety, the committee warns voters not to be duped saying bingo is being used a disguise for slot machines. "This is 20% of the net amount not the gross amount, the net amount after winnings are paid. Not only can these funds not be earmarked as stated only the Legislature can do that, this is the only fee that Guam Greyhound passed - no bingo license fees, no per machine fee," she added.

Attorney Jay Arriola says the initiative seeks to allow for-profit bingo at the former Guam Greyhound and adjacent properties that are currently owned by the now-defunct company and its president, John Baldwin, which could extend to the border of the Mercy Heights convent. "I'm simply calling out Guam Greyhound to say come out and justify your proposal, if you want us to support it'. The people of Guam - the voters of Guam - deserve at least that much. Who are you?" he stated.

While none of the proponents of the initiative have come forward to explain their proposal or answer questions, the Committee to Keep Guam Good vows to keep bingo slots and casino gambling out of the island. "Guam Greyhound just needs to be told time and again." said Arriola. "And we'll be here time again to tell them to keep Guam good."

The Archdiocese has also committed to encouraging the island's Catholic faithful to oppose the initiative. Archbishop Anthony Apuron is expected to write a letter to parishioners, asking them to read the proposal and see its negative impacts on the community. Meanwhile this Friday is the deadline for those in the community to file arguments with the Guam Election Commission in support and opposition of the initiative.

NEW ZEALAND - Wellington - Plan to sell railway station for casino

Sir Ngatata Love offered to sell Wellington railway station to a would-be casino developer as his partner Lorraine Skiffington sought a $35 million consultancy deal on the same development.

Ms Skiffington offered to provide "strategic project management services . . . to ensure the successful progress of this development", and also sought a "good faith" payment of $2.5m from Loizos Michaels, who was fronting the development group.

Michaels will face a fraud trial next month, on charges brought by the Serious Fraud Office.

Ms Skiffington proposed that, for her role in the development of a "major landmark hotel, convention and entertainment centre" at the railway station, she be paid:

- A $4m signing fee.

- $7m to secure ownership of the railway station, social hall and adjoining land on Waterloo Quay.

- A two-year "operational budget" of $9m, including $1.125m on signing.

- $7m to be paid directly to her for the "transfer of intellectual property".

- $8m for securing air rights above the station, including $2m up front.

The Port Nicholson Block Settlement Trust acquired the right to buy the railway station in 2009, as part of its Treaty of Waitangi settlement with the Crown.

Documents obtained by The Dominion Post show that, in January 2010, Sir Ngatata said he had entered into a sale and purchase agreement for the railway station, built in 1937, with a group fronted by Michaels.

"A formal sale and purchase agreement will be presented for signing," Sir Ngatata wrote. "This agreement has my full support as chairman of the Port Nicholson Block Settlement Trust."

Last month, Sir Ngatata stood down as chairman of a series of Maori trusts after allegations of secret payments emerged in the fraud trial of two Wellington accountants, Barrie James Skinner and David Ingram Rowley, who were both jailed for eight years.

The pair were closely involved in efforts to get international investors on board for the railway project.

Since details of the alleged secret payments emerged, the Serious Fraud Office has announced an investigation into the Wellington Tenths Trust over possibly unlawful payments and transactions.

Earlier this month, The Dominion Post revealed how Sir Peter Jackson's plans to build a world-class film museum in Shelly Bay were scuppered when Ms Skiffington sought $750,000 in consultancy fees to help secure the land.

A "services agreement" she offered Jackson was similar to that offered to assist the casino development, although the latter was on a much larger scale.

The casino plans came to nothing. Two Tenths Trust trustees have said they had no idea of Sir Ngatata's agreement to enter talks for such a development, or of Ms Skiffington's proposals.

One was "horrified" at the idea of being involved in a casino development. "I wouldn't want a casino within 50 miles."

The Serious Fraud Office was aware of dealings Michaels was having in Wellington in relation to the casino, although it is not part of the case being brought against him.

He is accused of conning prominent figures on both sides of the Tasman, including convincing Jonah Lomu that he could become the global face of kickboxing.

Bruce Farquhar, lawyer for Sir Ngatata and Ms Skiffington, issued a brief statement in response to questions about the railway station development. "Given the current circumstances, our advice to Sir Ngatata and Ms Skiffington remains that, until the impending inquiry is concluded, they should not make any comment in relation to these matters," he said.

THE STORY SO FAR


Sir Ngatata Love stood down last month from all his trustee roles representing Maori, days before the Serious Fraud Office confirmed it was investigating the Wellington Tenths Trust.

Problems arose for Sir Ngatata and partner Lorraine Skiffington when details of a payment from Auckland property developers, which ended up in their joint personal account, emerged in a High Court decision from the trial of convicted fraudsters David Ingram Rowley and Barrie James Skinner.

Justice Kos said a company jointly owned by Ms Skiffington was paid $1.4 million by two Auckland property developers seeking involvement in Tenths Trust developments. Payments were forwarded to entities controlled by Skinner and Rowley, with $1.02m directed into an account Ms Skiffington held with Sir Ngatata.

During the trial, Ms Skiffington faced accusations from Skinner and Rowley's lawyer, Mike Lennard, that the payments were secret commissions, structured to be concealed from anyone with an interest in the Tenths Trust. "Absolutely not," she responded.

It has since emerged that a plan by Sir Peter Jackson to build a museum to house his Lord of the Rings props on Port Nicholson Block Settlement Trust land at Shelly Bay fell over after Ms Skiffington wrote to Jackson seeking consultancy payments of $750,000.

The Port Nicholson Block Settlement Trust was given two years to decide whether it wished to buy Wellington railway station when the Treaty settlement was finally signed in 2009.

Trustees negotiated a further five-year extension and now have a right to purchase the landmark capital site until 2016.

In 2010 Sir Ngatata Love indicated he was willing to enter a sale and purchase agreement with a supposed casino developer, while his partner attempted to secure a multimillion-dollar consultancy deal on the project.

USA - Seattle - Op-ed: Spokane Tribe's casino project will create thousands of jobs

Some fear because the Spokane Tribe's development includes a casino that it will spark rampant expansion of Indian gaming. Guest columnist Ben Stuckart says it will not.

FOR hundreds of years the Spokane Tribe of Indians has lived and raised families across the many miles of the Spokane River Basin, including present city sites such as Airway Heights and Spokane. This region is the tribe's traditional ancestral land.

Today, the Spokane Tribe is developing what is called the Spokane Tribe Economic Project. Because the project is proposed beyond the limits of reservation borders and it includes a casino, some fear it will spark an expansion of Indian gaming. ["Reject Spokane Tribe's 3rd casino," Opinion, Aug. 7.]

It will not. The project is much more than a casino. It includes stores, offices and a community health center. It will create thousands of jobs for the tribe and for the city of Spokane.

The 145-acre project site itself, located in Airway Heights, is slightly beyond the limits of the U.S. government's designated Spokane Tribe reservation. But it is well within the tribe's historic ancestral grounds. It is actually the location of a battle between Spokane tribal members and soldiers in the late 1800s.

Because the project includes a casino, it is subject to a rigorous and extensive government review and approval process which is now under way.

The planned development includes major retail operations, an office complex, community health and safety facilities, and a hotel and entertainment center that will include the casino.

This $400 million investment in private dollars will result in much-needed new employment for the Spokane region -- 3,000 permanent and 2,000 construction jobs, according to an independent environmental and economic analysis conducted by the Bureau of Indian Affairs. It will help temper a serious unemployment rate the tribe and overall region are both dealing with.

While some have suggested that approval of this project might lead to rampant expansion of Indian gaming, that is simply not correct.

As a project, it stands alone, and is being evaluated meticulously by the Bureau of Indian Affairs, the U.S. Secretary of the Interior and by our governor -- all of whom must eventually sign off on it under a process governed by the Indian Gaming Regulatory Act.

For more than six years the Spokane Tribe has undertaken a detailed process to meet all legal and regulatory steps under the closest of public scrutiny to make this project happen on land it owns.

The process, known as a two-part determination, is transparent and difficult.

In addition to federal scrutiny, local agencies have been brought into the process including the city of Airway Heights, Spokane County, Fairchild Air Force Base, Washington State Department of Transportation, Spokane International Airport and the National Indian Gaming Commission.

In order for a tribe to obtain a favorable determination it must prove that the project is in the best interest of the Spokane Tribe and is not detrimental to the surrounding community. It must comply with Bureau of Indian Affairs policies that state the project has a strong historical tie to the proposed site and the project lies within a commutable distance from its reservation.

The Spokane Tribe certainly meets all of these requirements. No other tribe now or in the future could.
